The Renewed Hope Cities and Estates Programme is a Federal Government of Nigeria initiative under the Ministry of Housing and Urban Development aimed at addressing the country's housing deficit by delivering affordable housing for low- and middle-income families.

Launched under President Bola Ahmed Tinubu’s administration, the program seeks to provide 100,000 housing units nationwide, with 50,000 units targeted in its first phase.

Housing Types:

Renewed Hope Cities: Large-scale urban projects in seven locations: Abuja (3,112 units), Kano (2,000 units), Lagos (2,000 units), Rivers, Enugu, Nasarawa, and others. These include 1-, 2-, and 3-bedroom semi-detached bungalows and other house types.

Renewed Hope Estates: Smaller projects with 250 housing units planned in each of Nigeria’s 30 state capitals.

Example: Kano’s Renewed Hope City includes 100 units of 1-bedroom and 300 units of 2-bedroom semi-detached bungalows.

Affordability Mechanisms:

National Housing Fund (NHF) Loans at a 6% interest rate.

FMBN Non-Interest Rent-to-Own Scheme, allowing buyers to pay over time.

Buyers can apply to access 25% of their Retirement Savings Account (RSA) from pension funds to finance purchases.

Public-Private Partnership (PPP):

The program is executed through partnerships with private developers, such as a consortium building 3,112 units in Karsana, Abuja.

Application Process:

A dedicated Renewed Hope Housing Portal  allows civil servants and other Nigerians to apply for 1-, 2-, and 3-bedroom homes.

Progress and Groundbreaking:

Groundbreaking ceremonies began in 2024, starting with a 3,112-unit pilot site in Karsana, Abuja, officiated by President Tinubu. Further groundbreakings occurred in four states.

Over 1,000 units in Karsana are under construction, with commissioning expected in Q2 2025. Similar projects are ongoing in Kano and Lagos.

The program’s launch, including 1,000 units in Karsana, was scheduled for December 2024.

Social Housing:

A Renewed Hope Social Housing Programme was announced in April 2025 to further support low-income earners.

Goals:

Reduce housing costs for low- and middle-income earners.

Promote homeownership through flexible financing.

Address Nigeria’s housing deficit, estimated to require millions of units.

Challenges and Calls for Transparency:

Stakeholders have urged the government to ensure transparency in the allocation and pricing of housing units to prevent mismanagement.
